Organizational Billing Issue

Hello, we need to upgrade our instance but the user-email associated with the organizational billing is no more active and we would like to transfer those billing rights to a second user from the same organization. We have already made that second user an Admin but it doesn't have Organization billing rights. We tried to remove the first user but it is not allowing us to do so. So, we are in a deadlock situation. We would appreciate your help to transfer organizational rights to the second user who is an active user now and remove the first user. We would like to do this as soon as possible, so that we could pay for our instance and not lose it permanently please. Thanks for your prompt attention to this matter!!

We’re currently blocked from upgrading and paying for our instance because the user associated with organizational billing is no longer active. Although we’ve promoted a second active user to Admin, billing rights cannot be transferred, and the inactive user cannot be removed, leaving us in a deadlock.
This is time-sensitive as we risk losing the instance permanently. We urgently need help transferring billing ownership to the active Admin user. Please advise on next steps ASAP.
