My understanding is that Explore is available for all the version. I have community version and when I click Explore, it shows following error. "Neo4j Bloom requires Neo4j Enterprise Edition."

Hi, Explore is not generally available for use with Community Edition versions of Neo4j, however there is an exception. If you create an account at console.neo4j.io, you will be able to register you CE instance there and access Explore from the Aura console.
